Chief Financial Officer-Office of the City Manager

About the Position
The Chief Financial Officer (CFO) plans, directs and manages programs and activities to ensure a fiscally sound governmental organization that meets or exceeds all legal and ethical requirements and generally accepted financial management principles.  The CFO directs the financial operations for the city and establishes a multi-year strategic plan to ensure the organization accomplishes financial goals and strategic initiatives, with an emphasis in the analysis of current operating performance and financial trends to monitor the city's financial status and direction.  The CFO manages and directs operational activities for the city of Las Vegas through assigned departments; performs highly responsible and complex professional administrative work while assisting the city manager in the development and control of the goals and objectives in accordance with City Council directives.  The CFO may act as city manager in her absence.
 
Reporting to the city manager, the CFO oversees 338 employees in five city departments including 64 in Finance.  Other departments currently under the direction of the CFO include Human Resources, Information Technologies, the City Clerk's Office, and the Municipal Court.  The current total FY 17 budget for all departments under the CFO is $293.6 million.
 
Among the major initiatives the new CFO will have the opportunity to address include:
  • Assist the city manager in identifying opportunities for innovation in the delivery of municipal services to the Las Vegas community with the support of a highly responsive and effective leadership team.
  • Create a strategic direction for the Finance Department while building the strength of the department through ongoing development/mentoring and making some critical hires.
  • Serve as a financial leader in the state of Nevada; lend financial expertise to other agencies in the state while being a critical player in inter-jurisdictional negotiations for prime service delivery.
     
    This vacancy will exist due to the upcoming retirement of the long-tenured and highly respected CFO.
     
IDEAL CANDIDATE
Ideal candidates will be well rounded finance professionals ideally with in-depth knowledge and experience in public agency finance in a mid-sized to large organization.  Exceptional verbal and written communication skills are essential for success in this role.  Successful candidates will be comfortable in making public presentations.  Ideal candidates will be team-oriented managers who seek ways to mentor and grow their professional staff.  While technical expertise is expected, the new CFO will possess exceptional interpersonal skills with the proven ability to effectively engage the city's numerous internal customers across departments and collaborate with external community stakeholders and regional partners.  Candidates who have experience financing complex capital projects will be favorably considered.  An understanding of working in a union environment is a plus.  Ideal candidates will possess the experience/ability and political acumen to successfully engage elected officials.
 
EDUCATION AND EXPERIENCE
It is expected the new CFO will have a Bachelor's degree in finance, accounting, public administration, business administration, or a related field and seven years of increasingly responsible experience in financial planning and administration, preferably in a public agency, including three years of administrative and supervisory experience.  A Master's degree and CPA are preferred. 
 
In addition to the aforementioned experience and requirements, the following executive competencies have been identified as important criteria to be utilized in the selection process:

  • Reinforcing Organizational Health – Routinely reviewing existing processes, practices and policies to ensure a balance in the ability to work productively and efficiently with employee needs for empowerment and development; changing processes, practices and policies when necessary to achieve the balance; establishing regular professional development time for each employee so they have opportunities to attend classes and other activities to enhance their professional growth; meeting regularly with employees.
  • Thinking Globally – Finding effective solutions and prioritizing problems using holistic, "big picture" thinking; putting the needs of the broader organization or community ahead of the needs of an individual department or community; developing and analyzing both near and long term impacts of decisions.
  • Business and Political Acumen – Having expertise in technical, political and budgetary leadership responsibilities; preparing and presenting complex concepts and proposals in a respectful, collaborative, understandable way to build community; comparing competing priorities and agendas looking for ways to establish a win/win solution whenever possible; speaking at community events and to the media to enhance the city's reputation and standing with the broader community.
  • Community Engagement – Identifying and working with different communities, whether internal, external or both, to achieve city mission, vision and purpose; including groups of stakeholders in decisions that affect them, directly or indirectly, whenever possible to do so; acting on decisions and strategies developed through community engagement.
     
COMPENSATION AND BENEFITS
The salary range for this position is up to $234,318.  Actual salary will be dependent on the qualifications and experience of the successful candidate.  The city offers an excellent supplemental benefits plan that includes:
  • Tax Structure - Employees benefit from Nevada's very favorable tax structure -- no state or local income tax, no inheritance tax, and no sales tax on food or drugs.  Furthermore, the property tax rate is among the lowest in the country.
  • < > – All employees participate in the Public Employees' Retirement System of Nevada (PERS).  No Social Security deductions, except for small, mandated Medicare portion (1.45%).Deferred Compensation – The city offers a 457 Plan, which is a government deferred compensation plan similar to a 401(k) plan.  The city matches employee contributions for this position under Tier II of the Benefits Plus program starting at $4,000 annually and maxing out at $7,000 annually after five years of service.
  • Health Insurance Program – Three medical plans available, plus dental and vision plans. The city pays 100 percent of employee premium costs and 50 percent of dependent premiums.
  • < > - Generous vacation, sick leave, paid holidays.Life Insurance - $50,000 city-paid policy; Senior executives - after two years of service, city purchases a $25,000 life insurance policy, portable at the time of separation.
  • Disability Insurance – City provides long term and short term disability policies:
  • Short-Term – the City pays employee 100% of base salary for up to 90 days
  • Long-Term - benefits begin after 90 days of disability.  Payment is 70% of earnings, up to $15,000/month, and may not be supplemented with sick or annual leave.
  • Annual Health & Wellness Reimbursement – Employees may apply for reimbursement up to $1,500 annually for qualified out of pocket health & wellness expenses; Senior executives may apply for reimbursement up to $5,000 once every 24 months for an executive physical.
